Mo Sarkar Has Given A New Model To Administrative System: CM | Odisha

Bhubaneswar: ‘Mo Sarkar’ has given a new model to the administrative system in the State, stated Chief Minister Naveen Patnaik today during a review of the ‘Mo Sarkar’ initiative.

Patnaik advised all departments to include more and more people under the program and directed for keeping a close watch on it on a regular basis.

Worth mentioning, the Chief Minister launched the ‘Mo Sarkar’ program on October 2nd, 2019.

Patnaik said that in the last two decades there has been massive progress in Odisha and the State has become a model in several sectors.

‘Mo Sarkar’ program started two years back has given a new model to the administrative system in the State, he added.

He said Mo Sarkar has brought a massive change in people’s perception towards the government and government institutions. It has also been successful in building trust between the government and the people, he added.

The Chief Minister said that steps are being taken on the basis of feedback recorded from people.

He said the initiative required complete behavioral change which has been successful.

Stating that feedback received grassroots is encouraging, the Chief Minister said, “From the feedback, I am getting it is found that several departments have been successful in bringing behavioral change among its employees. It’s good news that government officers and employees are behaving more responsibly and courteously while delivering service to citizens.”

Expressing his happiness, Patnaik said that through this program administrative process has become more partnership-oriented and through this process, citizens have become stakeholders in government programs.

Through continuous endeavour in this direction an inclusive society can be built based on equity and justice, he added.

“I again repeat citizen’s satisfaction is not the aim, it’s a continuous journey. There is a need to become proactive in solving problems faced by people as we have to continuously improve. The role of departments should not end with collecting feedback from people, rather it’s necessary to take steps to resolve the problems. The departments also need to acknowledge employees delivering remarkable service to the people,” the Chief Minister stated.

In today’s meeting, the Chief Minister included the three departments of Finance, Works, and Commerce & Transport in the ‘Mo Sarkar’ programme.

The program of six departments was reviewed in today’s meeting. These departments are Home; Health & Family Welfare; Forest, Environment & Climate Change; Industries, MSME and Water Resources.

Taking part in the discussion, Chief Secretary Suresh Chandra Mahapatra said that this is the biggest program to feedback from people. Almost all departments have been covered under the program, he said and added that the program needs to be regularly monitored.

Secretary to Chief Minister (5T) VK Pandian informed that the feedback system in most of the departments is of very high quality. Departments should show urgency in collecting feedback from the general public and should emphasize taking action against the wrongdoing employee, he said.

He said that there is a need to collect feedback from service providers in different departments, especially in engineering departments along with the general public under the ‘Mo Sarkar’ program.

Making a presentation in the meeting Secretary Electronics and IT Manoj Mishra informed that 233 services of 28 departments have been included under the Mo Sarkar programme. With the inclusion of three departments today, the total services included under the program is 250, he added.

Additional Chief Secretaries of different departments, Police DG, Principal Secretaries, District Collectors and other senior officers were present at the meeting.
